Thank you for contacting me about the Parole Board's recommendation.

I am sure you will appreciate that it would be inappropriate for me to comment on a specific case. The Parole Board is an independent body, which carries out risk assessments on prisoners to determine whether they can be safely released into the community. The Secretary of State will then review the Board's recommendation prior to a decision being made.

I would, however, like to stress that recommending a transfer to an open prison does not automatically lead to release and a prisoner can be returned to closed conditions at any time if there are adverse developments that make it no longer safe for the prisoner to be held in open conditions.
