On Tuesday the Government announced changes to the National Planning Policy Framework. As ever with planning it's important to go through the detail before applying conclusions! However there are significant improvements which I welcome. I am delighted that this includes Councils not having to revisit their 5 year land supply when a plan is already in place simply because of faster than expected build-out. This has long been a concern in Horsham and I pushed the issue hard with the Secretary of State. It is a very positive change.
I will also welcome increased recognition of the value of agricultural land and enhanced protection for neighbourhood plans. The push for sustainable development with a focus on existing urban areas and brownfield sites will be welcomed locally as will amendments to limit the practice of housing need being “exported” to neighbouring communities.
HDC agreed their local plan earlier this month. I share concerns being raised by residents and would urge everyone to participate in the Consultation. In the Commons I asked about the process if, before or following the Consultation, HDC wanted to amend the Plan and wished to take advantage of the changes in the NPPF in doing so.
